Trainee police officer Vijay (Akshay Kumar) is a middle class small town man who gets sucked into the political systemwhere leaders have turned the bailie of the ballot into exploiting opportunism and murder. Rallan Sethi (Raj Babbar) is a politician who subverts the political system; yet he is also a man with a taste for flowers and beauty. As a senior police officer, Mr. Bhonsle (Mohan Joshi) runs a virtual mafia operation for politicians and friends from inside thedepartment. But honest senior officer Mr. Pandey (Amrish Puri) trains the young officers with dedication, seeing to it thotthey imbibe values of truth and honesty. It is this teaching imported by Mr. Panday to Vijay that returns to haunt the mentor. Vijay gets trapped into Mr. Bhonsle's web and Mr. Pandoy has to bend over bockwards to save his codet's life and career.
